    1. That does not vote or is not entitled to vote.

1846 Amer. Rev. Nov. 446/2 We beg the most serious attention to this appeal to the intelligence and conscience of the non-voting portion of our fellow-citizens. 1876 G. MEREDITH Beauchamp's Career II. viii. 139 His commiserating admirers of the non-voting sex. 1924 C. E. MERRIAM & H. F. GOSNELL Non-voting i. 9 Three types of non-voters may be distinguished in the community: (1) the non-naturalized, (2) the non-registered, and (3) the registered and non-voting citizen. 1969 Punch 1 Jan. 26/3 It is now working a good deal harder and will work even harder still when the reforms with their two-tier system of voting and non-voting but speaking Peers come into force. 1995 Independent 8 Nov. 12/3 I'm a non-voting American tax-payer and I've got a plane to catch.

    2. That does not entitle its holder to a vote; (esp. in Business) designating a share in a company that carries no right to vote at its general meetings.

1912 Q. Jrnl. Econ. 27 205 Such stock..was ordered to be allotted one half in the voting, and one half in the non-voting issues. 1926 Atlantic Jan. 97/2 The sale to the public of..1,5000,000 nonvoting shares of Class A common stock. 1976 Conservation News Nov.-Dec. 12 That issue contained the application for non-voting tickets for paid-up members not attending as delegates. 1995 Financial Post (Canada) 28 Oct. 2 That would convert the non-voting B shares into voting stock.
